Frankly, I agree with David on this. There is no way one would expect Rumfeld, or any general to be able to micromanage this down to individual soldiers. Rumsfald and the generals first of all deal with divisions, or at the minimum battalian sizes. Below that, what happens within a battalian would be up to that battalians supply chiefs. To say Rummy is incompetant because some soldier didn't get his two meals is ridiculous. If the whole division had to cut back, then that would be different.
