Most of the engineering sources say Iraq's oil infrastructure is seriously degraded, and it will be several long years before it can significantly boost it's productive capability (more, if the Turkmen and Kurds fight over the oil in the north....)

:( It would likely already be at full production (dictator or no dictator) if not for the 8 years of sanctions.
