Actually, Cheney's report linked though to Energy Department and Commerce Department reports that had already studied the matter.

He didn't really do any independent or new studies... just sort of reviewed the studies that were already out there.

The costs to properly interconnect our monopoly-owned power grids is large... but not that large.

The question is: who pays for it?

The monopoly power producers have no desire to... it would reduce their pricing power and open their protected fiefdoms up to competition. They REALLY don't want to do it.

But, if we spun the power grids off from the monopoly control of the power generators, than it would be in the grid operators interests... because they would make more money the more power that was transmitted.

So, I guess Uncle Sam needs to budget fo it in an 'energy plan' (or push to privatize the power grids, OR nationalize them)... but money for this didn't make it into the President's proposed plan... instead he wanted tens of billions of dollars in subsidies for oil, gas, uranium, and coal miners. ...Not really a pressing need there, more like paying back the campaign contributors.
