President Clinton? In what way was he a fiscal conservative? I remember the congressional races running on the "Contract with America" platform (called "on America" by opponents) detailing conservative fiscal policy, including a balanced budget. The whole government shut down, Monica-gate, etc., resulted when Clinton refused to allow the measure and then didn't get a new appropriations bill to keep gov running. As I recall, the GOP ran and won on a public stance of those 10 pledges, and Clinton fought against them, 7/10 of which were enacted anyway. GOP pressure in the House resulted in conservative fiscal policy. Trivia question: What was the competing platform?
