Looks from a NYTimes article this morning that the House bill has
an 18 mo period for th 20% rate. Were going to dump all those with
less than 18 months into the ordinary rates category; Wall St. howeled
and there is now an intermediate 28% top rate for periods between
one year & 18 months. the 18% top rate for 5 year periods & longer
is in there.

The 18 months bit was apparently a last minute White House wangle.
Pisses me off royally....Hope, but am not sure that the 28% rate
for the 12-18 month period is not just a transition thing to keep
post May 7 sellers who didn't know about the 18 months (no body did
cause it was a last minute "win" for Demos) from getting royally
screwed. Otherwise theres a capital gains tax INCREASE for 12 to
18 month holding periods, i.e. your full marginal tax rate, up to
39.6%.

It might actually be worth contacting our Congressmen & espcially
Senators on this one....could get fixed in the House Senate conference..
