International Humanitarian Law argues that the violations against human beings in Iraq should be addressed as soon as possible.

"Human beings"??? Like Homo Sapiens? So this law is about people and not animals? :-)

I see you are trying to use International Humanitarian Law to make a case for the invasion of Iraq. Which goes to show how little you know about what it is.

IHL talks about the following:

International humanitarian law (IHL) is the body of rules which, in wartime, protects people who are not or are no longer participating in the hostilities. Its central purpose is to limit and prevent human suffering in times of armed conflict.

So, it is impossible to use IHL to support a position for or against the start of a war. Just not relevant.
