1) Who is supposed to advise the Defense Department on defense issues? The Girl Scouts?

2) US government contracts are awarded via competitive sealed bids. The DOD puts out what are called RFPs (Requests for Proposals) with certain specifications, and all qualified businesses may bid. The contract is awarded to the best bid, and the other competitors have the right to protest the award and appeal it all the way to federal court.

So none of them have any advantages over the others, or any other business not represented on the board.

3) The Defense Policy Board members are supposed to advise, not lobby. The businesses in questions also have lobbyists.

4) Perle, whose actions certainly have the appearance of impropriety, wasn't an employee of any defense contractor.
