According to one of the few liberal voices left in the entire land, Bernie Ward, Rumsfeld's strategy of doing the invasion of Iraq with as few troops as possible is because of their overall grand plan of occupying several countries in the months and years to come...

Ward said, if a lot of troops are needed to occupy these countries, there is no way of doing that without reintroducing the draft, and that will be political suicide for Rumsfeld, Bush and the entire administration, as a lot of the current flag-wavers will start protesting once they and/or their children are pushed into one of these wars.

So Rumsfeld decided to try invading Iraq with a small force, as an experiment. Of course, if things went bad, the troops would get killed, but when did Rumsfeld and his cohorts worry about the lives of the troops?
