I would suggest that you start with the Cheney 'energy plan', which contains many links in it's footnotes to various reports available from the Energy Department, Commerce Dept., PUCs in each State, etc.

There are a number of non-profits that have also studied the issue of the needs of the US electrical system. Quite a few studies have been conducted over the last several years as the issue of privatization of the power markets (and the separation of the grid operators from the producers who originally built the distribution grids) rose to the top of the political addenda in many States.
