I guess your focusing on the relative and I'm focusing on the absolute.

The Romans where more brutal then the British. Yes sometimes the British where more brutal then the Romans where in some cases but overall the Romans where a harsh bunch.

As for the claim the Roman colonies where left better off then British ones - I'm not sure I agree. A lot of the Roman colonies and territories ceased to be Roman when Rome collapsed and Europe fell in to "the dark ages"
