Only relative to their era. You can't really ignore the progress humanity has made in 2000 years. The British should have known better.

Exactly. But the British had come so many years later after virtues of Christianity, Age of Wisdom, etc etc. So they should have never been as brutal.

While Rome was around, many colonies were better accepted as being "Roman" than any Arab was ever accepted as being British. After Rome, people reverted to be who they were. But there was no hate-by-design infrastructure in place to cause internal wars. To my knowledge, only the British and Stalin drew state lines in such a way.
