Actually, removal of Saddam Hussein was not part of the 1991 mission. Bush #I gave the military a clear mission of removing Iraq from Kuwait. Once the military had accomplished that mission and made an end run into Iraq, Powell turned to the President and suggested a cease fire. The Cabinet was virtually unanimous that the time was right.

Only sub cabinet level members (like Wolfowitz) took issue that the removal of Saddam was a necessary part of overall victory.
