I think that you have laid out the Iraqi playbook to a tee.
But as we can see, the playbook lasts up until you engage your enemy.

I think that in order to fight a fight that you know that you can't win, you need to have everything to lose. Or in this case, have a gun to your back. This is the case for the senior members of the regime and the fedayeen. I do not think that it is the case for most of the RG. The remaining RG may be the key to how this proceeds. They have the power to drag this out and put their people through absolute hell. They also have the power to end this by negotiating a surrender. I do not think that the RG is held in contempt by most of the Iraqi people and need fear reprisal.

If the RG bow out and the remaining resistance is the fedayeen, it will still be very tough going. But there would be far less casualties.
