True. In fact, it doesn't exist at all. The ones with teeth are individual countries, only a few of which have shown they are willing to bite. Sadaam also misjudged the willingness of the coalition to act "unilaterally", when it became obvious the rest of the Security Council was not willing to act militarily at all. So much for the "international community", back to "balance of power."
