Those are headlines from (probably) the London Times, and are as accurate as one could expect wartime headlines to be.
The mentioned rejection of unconditional surrender on the 28th July is actually much more complicated than that, since the authority structure in Japan was quite unsettled. There wasn't anyone who could reliably speak for the Japanese nation.

In any case, I see no headlines mentioning a Japanese nuclear program, which was the main point I made.

As to the accuracy of wartime headlines, I'll remind you that our govmnt claimed control of Umm Qasr and Basra on the first or second day of this war. How accurate was that? We still don't control much, if any, of Basra.
