Looks like Saddam is alive since he just gave a talk (albeit via tape) on Iraqi TV about the coalition closing in on Baghdad. I suppose this could have been pre-planned and thus taped long ago, but I really doubt Saddam would have agreed to even consider this possibility, let alone prepare a tape for it.

CNN had an analyst point out that Iraqi TV had kept telling people that the coalition was far far away from Baghdad and they shouldn't worry about them ever getting close. Now, the citizens can see the troops with their own eyes and thus it's now obvious to them they've been lied to, meaning Saddam had no choice but to show himself and make excuses for this.

I view Saddam as a paranoid coward. Recall he is so afraid of his own administration that he routinely tortures and kills them if he gets a hint they might be saying anything negative about him. I view his silence as someone who is deathly afraid of doing anything that might give away his location and thus make him a target for anybody, let alone the coalition. This would explain why he is afraid to even try to command his own military forces.
