And you are partially correct, by some definitions, what he said could be interpreted as an attack on our 'form of government'.

Only - since there are few 'bomb throwers' in the US Senate, and no Anarchists there... that interpretation could only be made by one totally clueless about the American language, and the realities of political life in Washington D.C.

OBVIOUSLY what he meant, is expressed by two of the accepted definitions of 'regime' that you were so kind to post:

"c : a government in power <predicted that the new regime would fall> d : a period of rule

i.e., an administration, an elected leader and his appointed followers.

In the context of American political life, this is the common understanding.
