Certainly. The top dog sets the tone, though.

One of the ways to compare Clinton and Bush is how they handle political advisaries and still get things done. Clinton had to deal with the biggest whining, self righteous bozo in the history of politics, Newt G, and still managed to get things done.

Bush, whose campaign promise was being a 'uniter not a divider', can't seem to deliver on that promise. Being the top dog means getting the other yappy, whining dogs to still go in the same direction. Bush is simply not enough of a diplomat, both nationally and internationally, to get the job done.
