Could a Zulu for example become in charge of an army and eventually be the ruler of a city? I don't think the empire lasted long enough for that to happen. I am sure they would have been very good leaders, of an army in particular. No, we allowed the Scots to do such things, something the Romans never contemplated as being remotely possible -ggg- ok.... moving on :-) p.s. I walked around several of the Roman installations in Cumbria UK. Near Hadrians Wall. It is absolutely amazing what the Romans achieved. Mind boggling! Even just the road constructions are incredible. Just for horses, carts and men. Real organization.
