FCC Yanks Loral's Ka-band Licenses

The Federal Communications Commission has pulled Ka-Band licenses held by Loral Space and Communications [NYSE: LOR] because it failed to meet license milestones. In an order released Tuesday, the FCC voided Loral's Ka-band authorizations at the 81 degrees West, 47 degrees West and 78 degrees East orbital slots, as well as its authorization to use the 18.3-18.8 GHz downlink and 28.35-28.6 and 29.25-29.5 GHz uplink bands at 89 degrees West.

At the same time, the FCC granted Loral's requests to relocate its C/Ku- band spacecraft, Telstar 4, from the 89 degrees West orbit location to 77 degrees West; launch Telstar 8 with C/Ku/Ka-band capacity into the that orbital slot; and extend the milestone dates for Telstar 8 to accommodate Loral's three- band hybrid satellite technology.

The FCC granted Loral's requests to redefine Telstar 8's coverage area and modify Telstar 8's C- and Ku-band transponder configurations and channelizations. The agency said these "actions will allow Loral to provide new domestic and international satellite services to more customers using state-of- the-art technology, while preventing warehousing of scarce spectrum and orbital resources."
