When you say "between 3-8", what exactly are you referring to?

We were discussing saving options in Photoshop JPEG format. One of the Image Options is Quality, which refers to the compression of the file. The Options run from 0 to 12, with the lower numbers representing greater compression and therefore more loss of data.

It seems to me there should be a way to have an Original image file that can be modified, saved, and STILL be exactly as good as the Original except for the changes made.

There are formats for saving that are loss-less. TIFF is the most common. Saving files in TIFF instead of JPEG will solve your data loss problem.
