That's a strange way of expressing the fact that Bush has taken us into an unnecessary war, one of the goals being to return us to the Reagan era of military bloat (sending billions into the coffers of Carlyle and the rest of the military-industrial complex of blood-sucking, war profiteering leeches).

I suppose if Bush were to declare war on France, Germany, Italy, Spain, England, Macedonia, the Marshall Islands, and Malta, we could also blame Clinton of "improper maintenance" of the military because it isn't big enough to handle the job.
