So, ...history repeats itself again and a new cultural enlightenment is to be heralded in the heart of Islam. A place where anyone can make money and become their own King over their own commercial rights.

Intellectual and physical property rights must be written into law to facilitate and nurture the formation of wealth. This is the basic grunt work but necessary for a strong foundation.

A formidable legal system must be put in place and based on the concept of "innocent until proven guilty" and "private property" to protect the populace from government tyranny. Checks and balances in law and committee must be implemented with the same intent.

For this to work, ...the Baath commoners will need to be forgiven their transgressions through association. Obviously, the Baath government will be prosecuted (as well they should be). During the time of prosecution the Baath commoner will be vulnerable to reprisals. That's human nature. A good police force will help keep that to a minimum but incidents do happen and it is imperative they are kept under control.

I understand a shadow government has already been formed to implement infrastructure and basic services needs immediately. All they have to do is pick up a phone and call in their needs and they will be met (supposedly, ...I've never known any government system to work that smoothly).

Lets hope it performs as it should and is not just a FUBAR (Fouled Up Beyond All Recognition) attempt.
