"The United Nations will have an important role to play in post-war Iraq" does not equal "UN to install interim administration in Iraq" not even in diplomat-speak. That is the way we talk in America these days. Everybody is important. The people who sweep the floors are important. We're all part of a big team. But the people who sweep the floors don't call the shots.
