I don't think this is true. I think the theory is that if they interact with us, the contact with our culture will transform them, only not, as you argue, destroying their culture, but bringing the ideals of enlightenment.

I do not argue that the US alone is enlightened, or even that the US as a whole is enlightened.

I think the process of transformation from brutality to enlightened treatment of one's fellow man is something sought from all corners of the world, and has been for as long as we have recorded history and probably longer ago than that.

But remember, we're not supposed to meddle in the affairs of other governments, by your argument, so dealing with brutes rather than trying to get rid of them should be a good thing, no?
