My take on Powell's comments is that he is talking about the role of Syrian companies in the reconstruction of post-war Iraq, not the Syrian government. Same with Russia, France and Germany.

It's one thing to oppose the polices of a government. It's quite another for the US government to reject outright the businesses of a government you disagree with.

Anyway, the proposal that Powell is demurring to is a proposal in the House of Representatives, which has a lot of hot heads of all stripes. In specific, by Mark Kennedy, a Republican from Minnesota. The Senate won't pass it unless Bush wants them to.

If it was me, I'd put Canada on the list. ;^)
