US foreign policy has for years been trying to address the issues of China. We opened trade to China thinking that would help. I think the assumption is that they are a somewhat reasonable country that will make improvements and will be a world partner. One encouraging sign is that behind the scenes recently they are attempting to help with the North Korean problem.

BTW I have had 4 relatives who where missionaries in China and the Phillipines. I also had an inlaw, who worked for a federal agency in charge of food distribution to Bangla Desh back in the late 70's.
