Okay, since you asked

Or with gassing and killing a million (with estimates of at least another million more) people.

The million gassed was in the Nazi era. There haven't been a million gassed anywhere else [defoliants in Vietnam don't count]. Bombings of Hiroshima and Nagasaki and Tokyo combined caused about a million dead or maimed [that's how to handle large numbers of civilians - gassing is too difficult]. If Saddam killed a million, that's what happens when people suppress opposition by killing people. The USA in Vietnam participated in population depletion by a similar number. They were NOT all soldiers!!

Back in Iraq, I'd lay the blame for children killed on those who pulled the trigger, or did whatever directly caused their deaths, plus those who did the ordering or allowed the power to those who did it. I don't blame the sanctions for Iraqi children's deaths - there was always heaps of food and sufficient medical treatment could have been had but Saddam's priorities were NOT to divert cash flow to health issues [other than his and supporters - same as here in NZ actually, come to think of it, though it's less extreme here].

Of course I have no idea whether it's true that some woman was hung for waving to a some Americans, nor who did it, nor who gave the person to think they could do it. Propaganda is rampant! There will be some sorting out to find out who did what to whom and why. The military tribunals might be busy for a while. There are undoubtedly plenty of candidates for trial if a fraction of what we are told can be believed.
