As to your question.

Under the current set of conditions, I'd stop the war this instantly.

I would leave the current alignment of US troops in place until they can expeditiously be replaced with UN peacekeepers. I would cease all offensive actions and supplant that with an offense of humanitarian aid.

I'd immediately bring Saddam before an international tribunal for crimes against humanity. If he is found, I'd place immediately detain him, place him under arrest. Those bodies discovered in that warehouse would be sufficient evidentiary cause and reason for doing so., together with testimony from his victims and relatives of this victims.

I would also call for a UN commission to study whether Kurdish independence should happen.

If a new government is to become formed in Iraq, it should be under UN auspices, not US auspices.

I would also call for a worldwide conference of religious leaders to develop a position paper.

I would also call for Arab leaders to begin meeing with other world leaders, this eventually resulting in a conference to deal with the issue of terrorism.

I would make a primary priority, the US using its powers of influence to reduce tensions in Israel, to do its utmost toward a resolution between the Israelis and Palestinians.
