Clinton gutted the size of the military but its still big enough to handle this problem. Hopefully no other major problem will occur before this war is over. Clinton also seriously reduced readiness but that can turn around quicker then new technology can be introduced or a large increase in forces can be made. The readiness issue started to turn around wile Clinton was still president, so at least he should get credit for realizing his mistake and starting to fix it although I think the Republicans in congress also deserve some of that credit.
