Sorry, but Reagan's build-up was for Cold War tactics. Bush Sr.started downsizing, closing bases and scrapping COld War systems, CLinton continued it with GOP support and a massive transformation to the force we have now was underway all throughout the CLinton years. Forces today are the product of 10 years of planning, training, technology, etc. Clinton deserves as much credit for our strong military as anyone. And yes Gore's military budget was bigger than Bush's. The only big item Bush wanted that Gore was cautious about was deployment of SDI, Rumsfield's pet project. Also Bush gave not a thought to counter-terrorism of Osama prior to 9-11 that he ever mentioned publicly. The "gutted" RNC buzz word is just a big lie.
