It is widely held that Rumsfeld dominated the planning process. You can say the ends justify the means. I think in matters of Government where lives are at stake, the process matters. You can say it does not matter, but we maintain our system of Government in large part by sticking to it even when to do so is inconvenient.

Yes. That is his role if he believes it necessary to ensure national security.
