IMO, the initial measures were reasonable and well meaning. Seems to me that we are where we are because there was too much resistance to reasonable integration and because there weren't enough qualified minorities in the early days. So, when parity wasn't achieved with the original affirmative action, more measures were added, and then more. As that was evolving, demands escalated and became shrill because that was in the best interests of those who made their living off of continued lack of parity--if reasonable parity were achieved, they would be out of work. Plus some bozos continued to resist. Plus lack of economic and cultural parity continued to suppress the numbers of qualified minority candidates. I would imagine that those who took the first step had high hopes equal access would be enough to produce parity. Like, who can argue with equal access, for heaven's sake.
