I disagree. Saddam is a despot with WMDs and I percieve him as a threat. I don't think he's playing by anybody's rules; years of sanctions didn't work, inspector's were his dupes, he's a guy that doesn't mind killing people by the thousands. I see the sword falling and you don't. United States didn't want to wait for the rest of the world to pick its nose on Iraq, just like Israel didn't ask the world if it could blow up saddam's nuclear reactor in the 80s. Your notion of the importance of following "proper procedure" would likely have Saddam with nuclear weapons today.
