The history does not support your conclusion. There have been many despots in every country in the world. Yet for the most parts the world nations have managed to replace them with the rule of law. I see no reason why this should not be so on the international scale. And given that the world is becoming more like a global village and less like the international world of 19th century, progress towards an international legal system is necessary more than ever. We have gone to great lengths to destroy these gains rather than try to fix/build on top of them.

PS there is nothing inherently "nice" in holding everyone accountable to law.
