There were people here (Canada and the U.S.) who were descended from Irish ancestors who considered it a patriotic duty to send money over to the IRA. I worked with a couple of lovely girls one summer, circa 1980. One was from N. Ireland and the other from the south. In Northern Ireland at the time they could have been shot for speaking to each other, but they became great friends working here. They told me that wealthy "Irish" here commonly supported the IRA.

I suspect you're right that Bush has an English background, although I believe the family has been in the U.S. since the colonial era. Reagan in particular played up his Irish background, although I don't suppose for a second that he sympathized with the IRA.
