Clinton did not leave Bush with a depleted anything. He left Bush with the best economy of our lifetimes. Yes thre were intelligence weaknesses, but Bush never did anything to correct them. Probably never even crossed his narrow mind. In fact one FBI agent stated he was told by Bushies to drop investigations into the Saudis funding terrorism. Meanwhile Bush Sr. was doing business with Bin Lauden Sr.
