19970729 China plans CD base in Guangdong

Huge CD production project a bid to crack down on piracy
--------------------------------------------------------------------------------
CHINA will set up its biggest compact disc production base in Guangdong as part of efforts to crack down on piracy, officials said yesterday.
The project would have the capacity to produce 40 million CDs, video CDs and CD-ROMs a year after it goes into operation, an official of the Guangdong Press and Publications Administration said.
The annual output value of the base, with total investment of 80 million yuan (S$14 million), would be 300 million to 500 million yuan, the official said, but declined to say when it would go into operation. "The base will partly hit the pirate disc market," she said without giving any further details. Customs in Jiangmen town in Guangdong seized 155,282 smuggled CDs last April in China's biggest case involving imports of contraband CDs, the China news service said.
Local Shantou customs nabbed 99,500 smuggled CDs in May, including 79,500 pornographic discs, it said.
Last year's winter crackdown on piracy and pornography had snared nearly 1.9 million illegal VCDs and led to the closure of 40 illegal VCD production lines in southern Guangdong province, state media has said. China should speed up construction of legal VCD production bases and develop the rental industry to push pirated goods out of the market, it said.
