Not all wars are caused by liberal presidents; this war was not caused by an American at all -- it was caused by Saddam Hussein. As you know, however, I do believe Clinton's failure to handle the situation in 1998 brought us to the point where we are today.

I believe it is entirely possible that, had Clinton acted competently in 1998, this war might have been avoided altogether. But it is also possible that a war would have been required in 1998 (if Saddam did not comply with the demands that should have been made). But it is certainly clear that 5 years of Iraqi suffering might have been avoided had we had a real president who had the strength to stand up to Saddam.

In 1991 we (via the UN) properly gave Saddam chance to come into compliance with our demands. In 1998, he made his ultimate refusal to do so with a thumb in the eye of the United States, knowing full well that Clinton was too weak to respond. A strong reaction at that time would have either brought Saddam back into compliance (perhaps avoiding a war entirely -- with the support of the UN, clearly), or it would have pushed us into the ultimate resolution, a war, at that time, freeing the Iraqi people of the tyranny five years earlier.
