Ronald Reagan didn't bring it down. Not by himself. He was however one important factor in the process.


As was any president who occupied office between the 50s and 1990. During that period, it was the US's superpower opposition to the USSR, coupled with the USSR's ongoing paranoia that caused the USSR to maintain a defense budget as a large percentage of GDP. That was one of several reasons that brought the gov't down.
