I dunno, just looks like more regular politics to me. Bush and Blair meet to discuss the situation in Ireland, a sop to Blair's domestic needs. These guys meeting in Russia is also just a visible positioning, using the location to say they remain unhappy with the situation. They're also busy softening the stance by saying how closely they want to continue to work with the US. I mean, it's all nuances of colors of shades of things...

Blair and Bush said today they see a major role for the UN, too: cnn.com

Withdrawing from the UN would be a mistake, IMO. As cynical as we all are about the UN, it still is better to have some common international forum than none.
