Not hypocritical. Quite understandable. The Chinese are strong and have nukes. Iraq is weak and doesn't even have an air force worth the name.

The moral of the story is -- If you are strong and have nukes, the US will negotiate with you. e.g. North Korea. If you are weak and have no nukes, the US will attack you. e.g. Iraq. Better get strong, or at least get some nukes.
