That's the mentality that made the nuclear power generation go bust. They start building power plants 'com gusto' just to discover that energy consumption was no longer on par with GDP growth.

Oil component is a little part of every single unit of GDP in a modern economy. Compare MSFT or IBM vs. Alcoa. Of course the oil producing countries were subsidizing rich countries' economies by producing cheap oil. But that is no longer the case.
