Clinton entered office during a boom, the economy was growing at @4% rate when Clinton first disgraced office. In fact, the economy had been growing for about 13 months or more. Clinton Dems even confirmed this by dating the expansion Clinton inherited well into BushI's tenure.

Both Reagan and Bush inherited bad economies from their failed Dem predecessors.
