U.S. Prison Population Sets New Record

POSTED: 9:23 a.m. EDT April 7, 2003

The Associated Press.

WASHINGTON -- For the first time, the number of people behind bars in America topped 2 million last year.

The Justice Department said the prison and jail population rose almost 3 percent in the year ending June 30. Two-thirds were in federal or state prisons with the other one-third held in jails.

A group called The Sentencing Project said the increase is due to get-tough policies for drug offenses and three-strikes laws like the one in California recently upheld by the Supreme Court.

The federal government accounted for more inmates than any state, with almost 162,000.

The report did not count all juvenile offenders.
