Well, that is your opinion, because it does hypothesize. Here are some of mine: The 'dismantled military' was largely responsible for the victory in Iraq; those weapons and troops did not appear overnight. The bubble was largely created by Republican-based deregulation efforts such as the Telecom Act of 96. The continued legacy of Saddam was a result of Bush 41 having the audacity to call the Iraqis to rise up, then leaving them out to dry. The rise of well-trained terrorists is the result of policies that support despots and murderers as long as they're useful.

From these, you could draw conclusions that place blame in very different areas. But, how useful is that? The issue is that Bush has got to do something positive for the economy, else he will be out on his ear like his father.
