Until Saddam's surrender or his dead body appears, we haven't really won.

So if he is dead buy buried underground and under hundreds of tons of rubble then no matter how well things go in Iraq, even if Iraq becomes a stable democracy we will not have won?

Do you really believe they won't find him? And yes, the war won't be over until we find Saddam.
