Generals are TRAINED to over-mission a war. You wouldn't really want to wait to attack until the generals tell you, "Everything's ready." If you go to war with satisfied generals, you've waited too long.
Rumsfeld is one of very few visionaries who understands that. He knows that Desert Storm was exponentially over-allocated and under-missioned. He is now building a military that CAN GET TO THE BATTLEFIELD IN TIME FOR THE DAMN WAR.
He's got Carte Blanche to make and break generals now. If anybody gives him any flack, he just has to ask, "Where was 4th Mech while Baghdad was being taken?"
We saw a whole new military in Iraq. Rumsfeld will now re-build it based on this incredible history.
