Extremely doubtful and an Incredibly bad Idea. The UN, is just now handing over control to Provisional Kosovar authorities - nearly 4 years after they took over. No way do Iraqis want to wait that long, nor is it necessary. Most Iraqis would rather have reconstruction be under UN auspices. They don't trust American motives.
