Overall, I think your conditions are correct. I would add 4) secure borders and 5) basic judicial system.

The best day, a truly remarkable day, will be the day the first elected Iraqi president gives a speech to a joint session of Congress (joint with the British House of Parliment?). That will be the world changing event, yesterday was just a prelude.

You will think me evasive for this next comment but I think it is important so here goes. If there is a failure, it must be the Iraqi people who fail. We must hold the people of Iraq accountable for their success or failure, otherwise we ensure their failure.

It is an over-reaction, a compensation for the fear I have lived with since 9-11, but I am so full of hope today, I want to sing. I have lost my youthful idealism. I no longer want to capture the horizon. I am satisfied with a little progress in the right direction more days than not.

We made a little progress in the right direction yesterday. It was a good day, a day worth signing for.
